General Requirements
New York Major Lines Licensed Agents and Brokers must complete CE requirements every 2 years prior to their license expiration date to be eligible to renew their license. The number of credits required is based on the number and types of licenses held.
Single-Lines Licensed Agents and Brokers (Life/Health or Property/Casualty) must complete 15 credits every 2 years by completing courses approved for the line of authority in which the license is held.
Multi-Line Licensed Agents and Brokers (Life/Health and Property/Casualty) must complete 30 credits every 2 years.
- 15 credits must be completed in courses approved for the Property and/or Casualty line of authorities, and
- 15 credits must be completed in courses approved for Life and/or Health line of authorities.
- Or, 15 total credits are required if the courses taken are approved as “Bridge” courses.
New York CE Requirements are “License Type Specific”. Agents must take courses approved for the subject matter for which they are licensed (Life/Health or Property/Casualty).
Courses must be approved by the New York Department of Financial Services.
Agents will not receive credit for the same courses taken in any prior renewal periods. Please be sure and check your CE transcript in your NY LNX account before enrolling in courses.
CE is required once the license has been in effect for more than 2 years and for every subsequent renewal or relicensing.
- Licensees born in odd-numbered years expire in odd-numbered years;
- Licensees born in even-numbered years expire on even-numbered years.
License Expiration Dates are determined by the licensee’s birth date and occur every 2 years on the Licensee’s birthday.
Licenses are eligible for renewal when:
- all CE Requirements have been completed
- when the licensee is within 90 days of their license expiration date
Agents can access their renewal application using the NY LINX portal, or through NIPR.
The renewal fee is $80.
Special Training Requirements
There are special training requirements for New York insurance agents who sell certain products. These courses count towards your CE Requirements.
Diversity, Inclusion, and Elimination of Bias Training
All agents must complete at least 1 hour of approved training in Diversity, Inclusion, and Elimination of Bias in the Workplace training every renewal period.
Ethics Training
All agents must complete at least 1 hour of approved Ethics training every renewal period.
Insurance Law
All agents must complete at least 1 hour of approved Insurance Law training every renewal period.

Annuity Training
Regulation 187 requires insurers set forth standards and procedures for recommendations to consumers with respect to annuity contracts. The regulation does not require the completion of specific training classes as long as the insurance company ensures that the producer recommending the annuity product is adequately trained to make the recommendation.
Flood Insurance
New York insurance agents who are licensed in any of the Property or Casualty lines must complete 1 hour of approved Flood Insurance Training.
Any licensee that sells flood insurance through the National Flood Insurance Program must complete 3-hours of Enhanced Flood Insurance Training.
CE Exemptions and Reductions
The Department will grant an exemption from CE Requirements to licensees called to active military duty during the term of their license(s). Any affected licensee, when applying for renewal or relicensing, should send their application with a copy of their orders or other military documentation certifying their active-duty status to Licensing Services requesting the CE exemption. CE is not required for a non-resident licensee if they are currently compliant in their home state.
Course Repeat Restrictions
Agents will not receive credit for any courses taken at any time previously.
Carryover Credits
Credits earned in excess of requirement are not eligible to be carried forward to future renewal periods.
Late Renewal and Reinstatements
The New York Department of Financial Services does not allow for any extensions beyond the license expiration date. If an agent fails to complete their CE requirements and renew their license prior to their expiration date, the license will be considered “expired”, all active appointments are terminated, and the agent is prohibited from transacting new business. Agents have up to 2 years beyond the license expiration date to relicense by completing any outstanding CE and filing a relicensing application, located on the NY LINX
