General Requirements
Delaware Major Lines Licensed Insurance Agents are required to complete 24 credits of continuing education every 2 years prior to their license expiration date. Of the 24 Credits required, 3 credits must be done in the category of Ethics Training.The remaining requirements are “non-license type specific”: Agents can take courses in any topic as long as they are approved by the Delaware Department of Insurance.
Major Lines include: Life, Accident and Sickness, Property, Casualty, and Personal Lines. Producers licensed in multiple major lines (Property and Life, for example) are only required to meet the same requirements as Producers with single lines of licensing. In other words: you only have to take 24 credit hours of CE if you hold multiple lines of licensing.
Licenses are eligible for renewal when:
- all CE Requirements have been completed, and
- on or after December 1st of odd years.
Special Training Requirements
There are special training requirements for Delaware insurance agents who sell certain products. These courses count towards your CE Requirements.
Flood Insurance
Delaware insurance agents who sell Flood Insurance must complete a 1–time, 2–hour Flood Training Course.
Annuity Training
Any Delaware life insurance agent who sells, solicits or negotiates an annuity product must complete a one-time, 4 Hour Annuity Suitability course prior to selling.
Long Term Care
Resident Producers holding a health license and who solicit long term care policies must complete at least three (3) hours of training in Delaware long term care insurance that consists of product knowledge, laws, rules and regulations as part of his/her biennial requirement. Since the Delaware Health Examination includes long term care knowledge, the long-term care Continuing Education requirement does not need to be met prior to solicitation of the product. The requirement must be met during the biennium that the long term care policy was solicited.
CE Exemptions and Reductions
There are limited exemptions from CE Requirements for some Delaware insurance agents.
Non-Resident Agents are exempt as long as they have met the CE and Renewal Requirements of their home State where they hold their License.
Limited lines producers, and limited lines producers for life insurance or annuity products used solely to fund a pre-need arranged funeral program are exempt from CE requirements, as well as title, crop/hail, surety, and car rental producers. Resident adjusters licensed solely for surety and/or marine and transportation are also exempt from CE requirements.
A licensee continuously licensed for twenty-five (25) years or longer prior to the start of a biennium reporting period or who holds a recognized professional designation shall receive an automatic credit of twelve (12) credits in each biennium. The following professional designations shall receive credit as provided for in Section 8.3 of Regulation 504: AAI, CEBS, ChFC, CFP, CIC, CLU CPCU, FLMI, FSPA and RHU. Automatic credits may not be applied to satisfy ethics credit requirements.
Course Repeat Restrictions
Agents will not receive credit for the same course taken within the same renewal period.
Carryover Credits
No more than 5 credit hours taken in excess of the 24 hour requirement may be carried over to the next compliance period. Excess credits taken in the subject of ethics will carryover.
Late Renewal and Reinstatements
Late fees are applicable the day after the license expiration date. March 1stthrough August 31stthe fee to renew a license is the normal renewal fee plus a late fee of $100. To renew a license from September 1stthrough February 28thof the following odd year, the fees would be the $100 renewal fee, $100 late fee, and a $200 administrative fee.
